Link or file in JorumOpen?

At the OER startup meeting back in June there was some discussion around including a link to a resource in JorumOpen rather than the file itself – this obviously makes sense, for example, if the resource is already out there on the web and adding the relevant URL to Jorum will certainly aid appropriate discovery in the context of #ukoer.
